English Councils Intend to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a latest survey of local authorities, English councils are preparing to offload community centers, sports centres, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Pressures Prompt Asset Sales

A coalition of councils for second-tier cities in England reported that six out of ten of local authorities are planning to dispose of properties to cover the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling playing fields and land to support their finances, but they argue they must continue to raise vital cash from asset sales or face insolvency.

The group noted that a high proportion of authorities seeking to generate funds from a quick sale of holdings represented “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on service redesigns and utilising savings to manage growing financial challenges.”

Specific Examples of Proposed Sales

Medway Council in Kent announced its asset disposal plan included the sale of a retail complex in Rainham and a social club in another town to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for Medway council, will also be disposed of under the plan.

Council Tax Increases and Broader Financial Strains

This research of councils in the key cities group, which covers several urban centers, also found that more than 70% of authorities will need to raise local levies next spring to cover the growing cost of essential services, higher levels of homelessness, and a longstanding accommodation deficit.

Medway council explained it will proceed with property disposals after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking creative strategies but some of these take time to deliver both better provisions and cost efficiency,” stated a council leader.

He added: “There are population challenges which will persist to add to the strains we have. As a local government body, we had a 91% cut in our central funding from over the past decade, which is very challenging.”

National Patterns and Projections

Research of regional authorities recently also found local finances being strained by the increasing figures of children and older individuals requiring Send support.

The County Councils Network said that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to manage increased demand.

Government officials have delayed planned reforms to the special educational needs framework until next year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Shortfalls

According to the latest indices of deprivation (IMD) for English councils, several participating urban areas were among the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest IMD measures,” said the report.

“While only one key city is among the ten most deprived for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of England. The figures highlights the scale of challenges confronting local leaders across major urban centers in the coming year,” the report added.

“Council officials have been explicit about the necessity for a equitable and lasting funding system that reflects and responds to the real levels of disadvantage and need,” said a council leader.

“Without this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of councils have reduced or weakened care services in the last year, the survey revealed.
